Attended the small-scale talks at the 22nd meeting of the Council of Heads of State of the Shanghai Cooperation Organization

On September 24, 2022 local time, State Councilor and Foreign Minister Wang Yi met with Algerian Foreign Minister Ramallah while attending the United Nations General Assembly in New York.


Wang Yi said that China and Algeria have a special and profound friendship, which has been tested by international events and has been sublimated in response to the epidemic. The two countries are truly friends in need and friends of faith. The Chinese side is willing to carry forward traditional friendship with the Afghan side, work together on the road of development and revitalization, and open up new prospects for bilateral relations.


Ramallah said that Afghanistan and China are good friends and have a high-level and strong comprehensive strategic partnership. Both sides uphold common principles in international affairs and share common goals in national rejuvenation. We thank the Chinese side for its strong support to Afghanistan in promoting its national strategy and are willing to deepen and expand exchanges and cooperation in various fields. We look forward to strengthening cooperation with China, enhancing consensus and achieving common development and prosperity. Afghanistan appreciates that China has always adhered to an objective and just position on the Ukrainian issue and agreed to resolve the issue through negotiations and restore peace and stability.


Algeria is a representative of a major developing country and an emerging economy. China appreciates that Algeria, as one of the first members, has joined the Group of Friends of the Global Development Initiative and actively participated in its implementation, and is willing to work with Algeria to play a constructive role in the cause of world peace and development.

习近平在发言中高度评价乌兹别克斯坦担任轮值主席国期间，在筹备撒马尔罕峰会等活动、推动本组织发展方面作出积极努力和重要贡献。

习近平指出，上海合作组织成立20多年来，始终高举“上海精神”旗帜，逐步成功探索出一条新型国际组织成长壮大之路，积累形成了一系列富有启示意义的重要经验。

要培育政治互信。秉持成员国世代友好、永葆和平理念，尊重彼此核心利益和选择的发展道路，支持各方实现和平稳定和发展振兴。要开展互利合作。照顾彼此利益诉求，坚持共商共建共享原则，强化发展战略对接，始终走互利共赢、共同繁荣之路。要秉持平等相待。倡导大小国家一律平等，奉行协商一致原则，遇事多商量、有事好商量，不搞以大欺小、以强凌弱。要倡导开放包容。主张不同国家、不同民族、不同文化和谐共处、互学互鉴，倡导文明对话、求同存异，愿同更多志同道合的国家和国际组织建立伙伴关系和发展互利合作。

习近平强调，当今世界并不太平。团结和分裂、合作和对抗两大政策取向的博弈较量日益突出。这既冲击世界和平稳定，也不利于本地区长远发展。面对复杂形势，我们要把准本组织发展方向，深化各领域合作，继续为成员国发展振兴营造有利环境。

习近平建议重点推进以下工作。

一是坚持弘扬“上海精神”，巩固团结合作。要坚守本组织初心使命，增进相互信任，合力应对外部环境的复杂变化。要继续在涉及彼此核心利益和重大关切问题上相互支持，成为彼此实现发展振兴的坚强后盾。

二是坚持战略自主，维护地区稳定。要倡导共同、综合、合作、可持续的安全观，抵制任何制造阵营对抗、破坏地区稳定的企图。立足地区国家安全需要，增进安全合作共识，合力维护地区长治久安。提升本组织执法安全合作水平，严防恐怖极端势力祸乱地区安全。

三是坚持普惠包容，推动发展合作。要积极推进贸易和投资自由化便利化，维护产业链供应链稳定顺畅，促进资源要素有序流动，实现区域经济融合发展。加强共建“一带一路”倡议同各国发展战略及其他地区一体化倡议对接，激发各国经济增长活力。

四是坚持推进扩员进程，完善组织机制建设。越来越多国家申请加入“上合大家庭”，充分表明上海合作组织的合作理念深入人心，发展前景被广泛看好。要把握契机，加紧工作，不断扩大本组织的合作队伍，壮大维护国际公平正义的有生力量。

习近平强调，中国共产党即将召开第二十次全国代表大会，全面擘画下一个阶段中国发展蓝图。无论国际形势如何变化，中方将始终坚持和平发展、开放发展、合作发展、共同发展，视上海合作组织为外交优先方向，愿以自身发展助力地区国家发展，为各国人民创造更多福祉。
